In response to evolving security challenges, the Indian government has initiated a comprehensive upgrade of safety protocols at critical scientific and technical installations located in sensitive border regions. Union Minister Dr. Jitendra Singh, overseeing key portfolios including Science & Technology and Earth Sciences, announced these measures following a high-level review meeting with leaders of scientific institutions and security officials.  

 

Focus on Border and Sensitive Zones 

The security overhaul prioritizes facilities in Jammu & Kashmir, Punjab, Chandigarh, and the northwestern regions of Rajasthan and Gujarat. Notably, the Indian Meteorological Department (IMD) installations in Srinagar and Leh—vital for weather forecasting and disaster management in the Himalayas—will receive immediate attention. These centers play a crucial role in monitoring climate patterns that impact agriculture, defense operations, and regional safety.  

Other institutions under scrutiny include:  

  • CSIR Labs: The Indian Institute of Integrative Medicine (Jammu), Central Scientific Instruments Organisation (Chandigarh), and Institute of Microbial Technology (Chandigarh), which drive innovation in healthcare and technology.  
  • Biotech Facilities: The National Agri-Food and Biomanufacturing Institute (Mohali), pivotal for agricultural research.  
  • Earth Sciences Stations: Research outposts in Ladakh, essential for studying climate change and glaciology. 

 

Holistic Security Strategy 

Beyond physical security enhancements, Dr. Singh emphasized internal preparedness and community coordination. Key directives include:  

  • Revised Emergency Protocols: Institutions must develop clear SOPs for crises, ensuring staff and local authorities are aligned.  
  • District-Level Collaboration: Real-time coordination with district administrations to address vulnerabilities.  
  • Postponed Academic Deadlines: Examinations and research proposal deadlines deferred to accommodate students and researchers displaced by security concerns. 

 

Building Resilience Through Community Engagement 

Unconventional measures like blood donation camps and self-defense workshops aim to foster solidarity and readiness among staff and students. Regular mock drills will also prepare campuses for emergencies, reflecting a shift toward proactive community involvement in safety efforts.  

 

Safeguarding National Assets 

Dr. Singh highlighted the strategic importance of these installations, stating, “Our scientific institutions are pillars of national resilience. Their security is synonymous with safeguarding India’s technological progress.” Directors were instructed to inventory facilities in sensitive zones and share details with national security agencies for tailored protection strategies.
